Institutional Accountability within the Bureaucracy; A Case Study of Iran during the 21st Century

This study finds that the entire Iranian political system is experiencing dogmatic authoritarianism under articles 05, 57, 107, 108, 109, 110, 111, 112, 150 and 176 of the constitution. Although articles 3(10), 34, 36, 37, 44, 45, 49, 54, 55, 61, 76 and 113 provide a constitutional framework for institutional accountability within the bureaucracy in Iran but practically, the mechanism(s) for institutional accountability is only subjected with the consent of Supreme Leader. Therefore, this study investigates that the all means of institutional accountability within the bureaucracy of Iran have been politicized during the 21st century. Iran has a written constitution where institutional accountability mechanism has been described. However, because of dogmatic authoritarianism, institutional efficiency and accountability mechanism(s) have been subjected to the obedience of the ruling elite(s). Each public servant becomes ready to follow the directions/will of the ruling elite (the Post of Supreme Leader in Iran) rather than to follow already structured rules and regulations. Therefore, this trend is triggering the civil unrest, political chaos and ethnic/identity issues in the country gradually.
